I am once again pleased to issue the Franklin County Emergency Management Agency's fiscal year 2008-2009 annual report. This report will provide an overview of Franklin County's emergency management program, and program highlights for the fiscal year of 2008-2009.

In the upcoming year we will continue our pledge and dedication to provide the people of Franklin County with an effective emergency management program, a program that will first and foremost serve the needs of our citizens in times of emergency. I hope that you enjoy the annual report, and we look forward to serving the people of Franklin County, and the State of Illinois for many years to come.
